That’s No Cab, That’s a Cop Car:Two men were cited for public drunkenness after they flagged down a police car thinking it was a taxi. The two men were in the 400 block of City Avenue on Dec. 1 at 1:25 a.m. when one of the men stepped out into City Avenue and flagged down a patrol car, police said.
